while ago spoke with chef jose andres about a missile that struck one of their relief kitchens and injured four of their workers. take a listen. those men and a woman, they have a very big willingness to say nothing is going to stop us. we are going to start cooking as soon as we can. so many heroes, people working on various levels, whether it s ukrainians themselves who are fighting or the people who have come there to help them. let me ask you, is there any chance the russians didn t know what they were hitting? and are they trying to break the spirit of the ukrainians? are they trying to starve people by getting rid of food kitchens? what do you see happen there, colonel? i think what you re seeing is that the russians use a lot of firepower. it s part of their doctrine. we ve seen it in mariupol and across the country. many times they re shooting at military targets.
for making relief kitchens to start feeding the people in the different shelters and i think we ll be here for quite some weeks. i remember very distinctly and thought was important, what you re doing is not just feeding somebody, you re making a connection with somebody and you re saying to that person essentially we see you, we care about you, we re thinking about you. we know about you. you know, sometimes when we start going to every community every single day in the moment that they see that food is coming, people began opening to you and learning of the people and people that need generator because they need the breathing machine. all of this sadden when you connect with the communities, you learn about the reality of the communities and then we don t do that but hope to make sure we re providing everything communities need. we have a kitchen ready to go in wilmington if the hurricane keeps moving forward.
handle on what they need it could next. the cell phone service has maintained, but as they close two shelters here, people leave, unfortunately, some of those people leaving shelters are discovering as they get to their homes. they have no homes to go to. this is video at one location when people went back to an apartment complex only to find out that during harvey s furious winds that there apparently was a lightning strike. the lightning strike may have caused the fire. they re not 100% sure. bottom line is the fire did burn the apartment complex to the ground. as people are leaving the shelters, they re having to determine, well, where are they going to go to next? some long-term solutions are in the offing. because the people here did not have enough gasoline and certainly have already run out of food, they ve set up some relief kitchens at the atv grocery store. atv is the largest grocery chain in the state of texas, and they brought in 15 truckloads of food in restocked shelves.
in houston. thank you. joining us once again from live from victoria, texas, nbc correspondent kerry sanders. a two-pronged operation. you know, what you see over my shoulder here is part of that. the electrical crews have come, and they re starting to restore some electricity in parts of town. primarily in the downtown area so far. that s, being, where the command and control is set up to try to return this community to some sort of accesemblance of order. at the same time you have some long lines developing at food kitchens. these are relief kitchens that have been set up to give people a hot meal. in many cases their first hot meal in days. people also running out of food because, quite frankly, they did not think it was going to be as bad as it was. they did not prepare properly.
