Today i give my eighth and final state of the state address, and in preparing it, i have had a lot of thoughts, including the speaker and president have been kidding me in recent days that its too bad, it takes about eight years to train a governor and just when you get them trained, they leave. It was a couple years ago when the president of the senate, when he was announcing me, rather than saying his excellency, he said the executioner. So it takes awhile to train a speaker and president , too. What a privilege its been to appear before a joint session each year and talk about wyoming, the state we love. I give my eighth and final state of the state address today. The speaker and president have been kidding me in recent days that it takes about eight years. O train a governor agoas a couple of years when the president of the senate was announcing his excellency, it takes a while to train a speaker and a president. In 2016, wyoming is ranked first in Mountain Region for Work Force Development and was also rated third for new business startup activity and sixth best state for business. Despite being the most difficult budget year in my time in office, wyoming stayed proactive and forward looking. With the tap tal construction project w the important work of renovating and modernizing our state facilities like the wyoming state hospital, the wyoming life resource center, and the wyoming veterans home. We had Ground Breaking a of the the university of wyoming for the mcmurray High Altitude Performance Center and the Education Research building last fall and the Ground Breaking for the Integrative Test Center last spring. At the university of wyoming in addition to new facility starts we opened the stem facility in march 2016 in the High Bay Research facility is opening soon.
