Not only are we sort of observing the 25th anniversary of the First Charter School in america but here we are with the kind of magnum opus that is everybody everything they wanted to know about Charter Schools. And maybe a bit of an exaggeration. Indeed, when i refer to it, i often think that its core message is every school should be a Charter School, but in reality, you actually are painting a broader and slightly different picture than that. What you call basically reinventing the system, not just more Charter Schools. So talk a little bit about the difference between Charter Schools, lots of demand reinventing the system. So, a Charter School is just a Public School that is run independently of the district, usually by a Nonprofit Organization and it is usually a school of choice but it doesnt have to follow a

There is no way a school should operate in a vacuum and not actually be deeply rooted in the broader context that our students live in. I see many examples across the city of where schools are really working much harder to do that. A lot of what i focus on the last four years has been helping both leaders who may not be from here but actually have good intentions figure out ways they can bridge more effectively within their community. Walter you have been a critic a times mr. Perry at times. Walter you always have Something Interesting to say. You are critical of two things. One, the expulsion policy which is if you are in one of these types of schools, you have an incentive to expel the back kids so that your scores go up and you dont the deal with it. And then there was the other criticism. Mr. Perry special needs. The way i explain it is that the development of what we have in new orleans occurs generally in three stages. The immediate aftermath. We were literally pulling schools to
Neighbors or friends or strangers in need, came to help. And people who today still spend their time every day helping others, rolling up their sleeves, doing the hard work of changing this country without the need for credit or glory. Dont get their name in the papers, dont see their day in the sun. They do it because its right. Live the basic values that define this country, a value that we have been reminded of in these past 10 years as we come back from a crisis to change this city had an economic crisis that spread throughout the nation, the basic notion that i am my brothers keeper and my sisters keeper and we look out for each other and we are all in this together. That is the story of new orleans at also the story of america, city that for almost 300 years has been the gateway to american soil. This shifted the political balance because all of a sudden people said they were supporting the subsidy reform because now they could use the cash transfers with incredible opportunity. For various other reasons it did not work out so well now the subsidies are back. I think having done it once there is a chance they might able to do it again. Dudash on the point of if it will be politically easier, it will be politically easier where the economic case is compelling. It can be in subsidies, but it is especially compelling in the whole Energy Sector where there will be they will be desperate to attract Foreign Investment. The kind of oil regime that they have and they are moving in the direction desired by International Oil companies.
