It is unacceptable if you come to the core concept of fairness. The actual language in the reconciliation instruction refers to the level of revenues. The explanatory instructions in the back, page 61, talks specifically about addressing this and fairness in the tax code, the spending programs that should be examined as early as any other spending program. By putting their programs in the tax code, it serves the interests of the very powerful.
