and residents are being told to shelter in place. early this morning, about a dozen people had to be plucked to safety by boat and helicopters when flood waters surged in terrebon parish just outside of new orleans. we had people on island road to the east of us that ignored that warning, decided to stay in their residence. then during the early morning hours this morning had to call for help, started attacking on a lot of water. their houses were flooded. i m not sure how much water was inside the house but multiple feet of water inside that residence. the water levels and weather condition at the time, we didn t have the equipment to rescue them. we had to make a phone call to the coast guard and thankfully the coast guard was able to go in with a helicopter and get them out. let s begin with cnn s natasha chen in morgan city, what are you experiencing there? well, fredricka, we are getting a lot of gusty wind right now, and one of these bands of rain. it s not so muc
