And he understood this had to be seen as nonpartisan and really fair. Fran francis and his brother john went out and found the council for the committee in john door who was in the Justice Department working on civil rights and was a hero but no one called john door a flame thrower or a partisan figure. And they understood that this had to come from the center. It had to be bipartisan for the country to accept it.
