We re going to have our departments work with each other and work with local leaders to improve housing conditions but also improve educational achievement. make sure folks have more transit options, make sure folk have the skills that they need to compete in the 21st century economy. and as mayor in san antonio, i saw the impact of this. san antonio was in a first round of prom i zones. one of the things that we saw there, for instance to give you a precise example of some of the progress we see is that in the high school that was located in the promise zone we saw more than a we ve seen more than 20% increase in graduation rates. in the feeder schools that go into the high school middle school, elementary, we ve seen increased attendance rates. those are the bases for building out a better future for communities and recently i was in north st. louis and in ferguson to launch the next round of promise zones.
Who don t study this generally, there s a presumption that police are involved in solving crimes and the suspects they deal with are involved in often committing crimes. and that s a fine working assumption. plenty of times where that s true. what struck me about this report yesterday was how it documented factually, again, with ferguson pd s own records, not an outside narrative, how often it was the police involved in unauthorized or illegal activity and the suspects standing there getting caught up in it. the reason provided and tell me if this tracks with what you ve experienced, the reason provided was that well there was a deliberate effort not to go out and find crimes where they occurred but to puff up and imagine and sometimes falsify crimes in order to raise revenue for the county. a lot of these towns are desperate for revenue. in north st. louis county they ve seen a mass exodus of people going out further to some exerbs. a couple of the biggest shopping
In the state accumulating we re talking about what s happened in ferguson though. you can t spin these numbers into something good can you? well no, i don t mean to spin them into numbers spin them into something good. i mean to put them into perspective and to say that this is some sort of smoking gun i think puts these numbers into a context that you re not disturbed by these numbers? well let s remember that ferguson is in an area of north st. louis county where 90% of of the community is african-american and no 67% of the community is african-american. 67% in the city of ferguson. 90% in the neighboring cities people that are traveling through the city of ferguson. you ve got to you ve got to know more about the numbers and more about the community than just whose heads are lying on pillows at night when everybody s asleep which is
