First 'health-focused' public drunk vans to hit the road on Cup Day

Public drunkenness will be decriminalised on Tuesday. Instead of police officers, health workers will head to areas where public drunkenness is prevalent, such as Brunswick Street, St Kilda Road, Sunshine and three university campuses.
