INTERNATIONAL AID TO PNG RIDES ON 2004 BUDGET

PORT MORESBY, Papua New Guinea (PNG Post-Courier, Nov. 25) – The mood of Papua New Guinea’s major aid donors will be revealed today when Treasurer Bart Philemon hands down the 2004 budget in Parliament.
The cash-strapped National Government has been hoping to attract new money from major donors such as Australia, the International Monetary Fund, the World Bank and the Asian Development Bank.
However, aid donors have been reluctant to provide direct budgetary assistance to corruption-tainted PNG instead preferring to support specific development projects.
Mr Philemon has already warned citizens the new budget proved a tougher challenge than last year’s because many more foreign debt repayments are becoming due. ....

PORT MORESBY, Papua New Guinea (PNG Post-Courier, Oct. 4) – The business community in Papua New Guinea says the country faces a very real possibility of catastrophic telecommunications failure .
This is because the 25-year life expectancy of the country’s underwater cable system expired five years ago and, observers say, development of an alternative avenue seems unlikely.
A letter expressing concern was sent to Prime Minister Michael Somare on Aug. 15, signed by the PNG Chamber of Mines and Petroleum, Port Moresby Chamber of Commerce and Industry, PNG Institute of Banking, Australia-PNG Business Council, Manufacturers Council of PNG, Media Council of PNG, Fishing Industry Association Inc, Forest Industries Association and PNG Institute of National Affairs. ....
