For the Kremlin, Georgia was a testing ground for what is being played out today in Ukraine on a larger scale, and for the International Criminal Court (ICC) too. In Ukraine, the war started in 2014 triggered an ICC investigation only eight years later. And in Georgia, its investigation into the 2008 war - conducted with a "similar pattern of conduct", according to the ICC Prosecutor - has only just resulted in a request for arrest warrants.
