Again, i have been concerned at the time i wrote the book, and im still concerned about the overrepresentation of children of color in the Child Welfare system. Not only do they come in the system at higher rates, they tend to receive a poor quality of services. Oncethey are in the system. And they definitely exit the system as slower rates. These are some issues that continue to concern me today. Lets start by talking about how children come into the system. There is usually an allegation of child abuse or neglect.
