Monterey police had to rescue the four occupants with assistance from the Monterey Fire Department and the US Coast Guard. The driver, 21-year-old Martin Urroz was arrested for driving under the influence, driving with a blood alcohol content over 0.08% and obstructing/resisting a peace officer.
