Minutes ago, the national hurricane center came out with an update on tropical storm elsa. parts of florida are now under a tropical storm watch as elsa approaches. that storm is the reason why officials in surfside have paused search and rescue operations as they get set to demolish the rest of the collapsed building. cnn s brian todd is in surfside with more on that, but we begin with cnn s meteorologist jean norman. so, what s the latest on elsa, gene? well, pamela, we did just get that newest update and the one thing that sticks out to me, the storm is not moving as fast as it was earlier. forward speed is 28 miles an hour. the maximum speed of the storm is 70-mile-an-hour storm. so, it s still a tropical storm and still kind of ragged, not really well organized. hurricane hunters are on their way now to check it out to see what s happening and to define what we re going to see with the new track that will come out at 11:00. but it s pazing just to the south of haiti right now, o
