Chancellor Joseph Kilgore of Philadelphia has announced that he will leave the bench on July 31, 2024. He has accepted a position as Counsel for the law firm of Watkins & Eager, PLLC, in its Jackson office.
The amendment, which pertains to public rights of way, is intended to give law enforcement a tool to address homeless people who sleep or camp on public rights of way.

“The court could make a narrow ruling that doesn’t affect us …,” said city spokeswoman Michelle Brooks. “Or the court could make a sweeping ruling that affects all cities.”
The original ordinance amendment was proposed by Mayor G.T. Bynum at TPD s request as a way to address concerns about homeless people blocking sidewalks and other rights of way.
