The American people sent the powerful message last November that they want Congress to under- take a radical overhaul of government. They want Congress to review the activities of the federal gov- emment to determine how to move functions closer to the people. They want Congress to curb the growth of government and its intrusion into their lives. And they want Congress to look at how to re- form those programs within the domain of the federal government so that they can better achieve their stated purposes.
