The Wapello Police Department concluded an investigation last week that resulted in the arrest of a Wapello man. On May 19th, a report was made to the department regarding a sexual assault that had taken place in Wapello. An investigation was conducted through May 27th that included interviews with the suspect and witnesses and evidence collection. On Thursday, 28-year-old Dustin Bibens of 518 South Main Street was arrested. Bibens is charged with third degree sexual abuse, a class C felony, which carries a mandatory prison sentence upon conviction. Maximum term is 10 years. Bibens was also using another person’s Facebook account to sexually harass females in the area. The Wapello Police Department is asking anyone who may have been a victim of this individual or received messages from them to make contact. Bibens is a current registered sex offender who is on probation. Additional charges are forthcoming. Bibens is being held at the Louisa County Jail. Great River Medical Center a
