of an impact. traffic not too bad. this has been going on since tuesday. we re talking about the section between pooksville road and cedar lane. they had a water main burst on tuesday. there was flooding, major lane closures. they have repeated repairs to the pipe itself but they still have to repair the road. apparently they had to take out a larger section of the asphalt. they had hoped to have all the work done by this morning s hour but they even not been able to complete the repairs in time. we have one lane getting by to the left in the inbound direction here right in the area of cedar lane. now, if you re heading outbound in the northbound direction, all the lanes are open. they re making a lot of progress, but we re seeing the lane closures, we ve been here since about 4:30. actually they ve made tremendous progress in that time filling in the hole with asphalt here. they re working as quickly as they can. they ll reopen the road as soon as they can. we ll be here all
news 4 midday starts right now. a handful of activists gathering at baltimore city hall with new demands. they want police to release 16 fellow protesters arrested for protesting this morning taken out of the building in plastic handcuffs hours ago. police broke up an all-night sit-in and charged the folks with trespassing as we said. they were part of a large group that disrupted a hearing about hiring a permanent police commissioner. those protesters opposed a preliminary vote to keep kevin davis on the job and they want a say in the selection process. thanks, molette. developing right now, an announcement any moment about u.s. troops in afghanistan. president obama is expected to say he plans to keep troops at current levels next year and 5,500 troops in 2017. that s much higher than the 1,000 needed to protect embassies that many expected he would use. we are watching the white house where that announcement could happen any minute now. we will bring it to you live w
