Theres an early outreach plan that developers have to do work with a nonprofit communitybased organization to do targeted outreach to certificate of preference holders early before the before anything before as they begin construction so that folks have a chance to get ready, and folks have a chance to know whats coming so that they can work on whatever they have to work on in order to qualify.
