There was testimony on the budget request and where theyre working to find more efficiencies in certain programs. This hearing is about 90 minutes. Subcommittee will come to order. Good afternoon to everybody. Thank you for being here. Really deeply appreciate our two distinguished witnesses here today to give us an inside look at the budget as it relates to africa. And where the challenges are, where funding will potentially increase. As you know, the appropriations budget that has passed the house clearly indicates that there were some differences of opinion as to how much and where we should be spending that money. And i think we have come to a consensus at least on the republican side that extraordinarily important programs like pep far, the emergency plan for aid relief, a number of refugee plans and a lot of other programs that deal with Infectious Diseases, like tuberculosis need to be funded in a very robust way in order to save lives and to mitigate dangers, especially to wome
Exciting enough, for the first time in 13 years, i get to experience freedom. Access and freedom to me mean dont mean the same thing to you. Access to similarly insignificant things, like accessing the shopping mall, accessing the toilet, accessing Public Transportation that are inclusive of people like me. Approach to cyber warfare between the public and the private sector. Can we say all private sector and the Public Sector goes one way and are there any differences in the approach to that . Thank you. You want to take that. And i have a little bit of a different perspective than my panelists so this should be a interesting discussion. 85 of the networks in the United States are private. And contrary to popular belief the National Security agency is not on those networks. Not unless they have a warrant to be there and that is highly unlikely. And so what happens is you have Intelligence Services overseas and trying to bring it back to protect the government and we want to share that information in realtime so the private sector it protect themselves today. That is where we are today. It is not working. Sharing is terrible. No one wants to do it for liability reasons an a whole host of good reasons not to share so we can fix. Prominent determinants of class status. It reinforces the socioeconomic gaps, the disparities i know everyone wishes we could eliminate. Applications are going down. At the very moment when we know the skills of college are more valuable. No matter what you read, we know the lifetime earnings of someone with a College Degree are considerably greater. We know the new knowledge economy, the one bursting and growing, the one the country wants to compete in, is requiring the skills of a college graduate. And its not just their stem skills and their programming. Its their writing skills. Its their critical thinking. Its their problemsolving. Without those, we will not bring the 2. 3 Million High School students every year back to be part of a flourishing national economy. So we know we have to do it. And im going to give you some examples of ways i think its working well at unc. Things i think can be scaled. First of all, you have to build universities that draw in the talent of people from

You know, there are a lot of theories and there has been a lot of research and things like the orbital wobble of the earth the wobble on its axis, solar cycles, sun spot activity and so on. And i think clearly there is a huge natural variability in the earths climate and over long periods of time these big things, these big astronomical things and sun spots and earths orbit play a role. I would just say in terms of the data that we have we see natural cycles, over 100year periods and over roughly 1,000year periods and were in between the ice ages and the interglacial periods with 10,000 to 12,000 years an the ice age is 100,000 years an were late into the interglacial cycle and that is allowed human beings to develop and f
