Good afternoon to everybody. Thank you for being here. Really deeply appreciate our two distinguished witnesses here today to give us an inside look at the budget as it relates to africa. And where the challenges are, where funding will potentially increase. As you know, the appropriations budget that has passed the house clearly indicates that there were some differences of opinion as to how much and where we should be spending that money. And i think we have come to a consensus at least on the republican side that extraordinarily important programs like pep far, the emergency plan for aid relief, a number of refugee plans and a lot of other programs that deal with Infectious Diseases, like tuberculosis need to be funded in a very robust way in order to save lives and to mitigate dangers, especially to wome

And contrary to popular belief the National Security agency is not on those networks. Not unless they have a warrant to be there and that is highly unlikely. And so what happens is you have Intelligence Services overseas and trying to bring it back to protect the government and we want to share that information in realtime so the private sector it protect themselves today. That is where we are today. It is not working. Sharing is terrible. No one wants to do it for liability reasons an a whole host of good reasons not to share so we can fix. At the very moment when we know the skills of college are more valuable. No matter what you read, we know the lifetime earnings of someone with a College Degree are considerably greater. We know the new knowledge economy, the one bursting and growing, the one the country wants to compete in, is requiring the skills of a college graduate. And its not just their stem skills and their programming. Its their writing skills. Its their critical thinking. Its their problemsolving. Without those, we will not bring the 2. 3 Million High School students every year back to be part of a flourishing national economy. So we know we have to do it.
