was trying to recruit as well. for an example, st. louis pd, police department, st. louis county police department. a lot of these officers of color tend to go to larger agencies which pay more money and more opportunity for advancement. and then he also had himself and others competing for the same population as well, even in private industry. but one thing that i concluded and i made very clear to him, and i talked to a number of my chiefs of police administrator colleagues across this country, regardless of what the challenge may be to you, we can no longer accept the fact we can t find any. that is no longer acceptable. what it means, senator, is that departments that struggle with recruitment are people of color. they will have to work harder. they will have to put money in the budget, go outside their communities to recruit, and they may even have to develop within their communities, within their local public schools pipelines were children and young people can become p

from the justice department regarding what has transpired in terms of their examination of what the appropriate measures are to be taken by police officers and whether civil liberties are being properly protected and that would certainly provide the committee doing further work on this. in the meantime we can study this and i personally continue to believe and i think most members believe our police officers do very important work to protect our citizens from crime, keeping this safety as well but they must do it with respect liberties of all americans that are provided for in our bill of rights. we are watching this closely and there may, in opportunity based upon some specific report or other ideas or recommendations that could be the subject of a hearing but mild no decisions on that. on the marketplace discussion floating around this week what changes compared to the senate version last year do you feel will help convince leadership to bring this to the floor? first
is something that we ve continued. so, it s a long way of saying that as we think about our engagement, we have to address this question of failed states, but we have to figure out ways to do it that are sustainable, that we can keep going that we can resource and that we can bring all of government to bear on. and, of course, i should add, the private sector and other actors are absolutely critical. this summer something that you played a leadership role in, the africa leaders summit, we brought to washington, as you know, an extraordinary gathering of african leaders and we worked with them to help unleash more growth in africa, also to deal with security challenges, institutional challenges. a key component of that was bringing the private sector to the table and helping to strengthen those relationships. power africa is a wonderful example of the government and the private sector working together to help people in a meaningful way and to help economies develop a foundatio
draw attention to. i d be really interested in hearing about places where people have done creative things specifically on this question of building trust between police and communities. i share your concerns on the broader issues. because we re not talking about them i don t want you to feel like you re not being heard. the questions of gun access and drug policy are very big issues that law enforcement have to bare the brunt of but i m interested in any recommendations that you d like to endorse either from your co-panelists or that you ve heard here today. first and foremost i think the most important thing that we ve heard from day one is collaborating communication in our neighborhoods. we ve got to work most of my associations have been doing community outreach for years. we ve run the poa leagues in many places. we do christmas drives to help feed the people in our neighborhoods. shop with a cop programs. a lot of the police departments don t have the resources or
