U. S. Soil. There are huge constitutional questions about ending birthright citizenship with the stroke of a pen. White House Counselor Kellyanne Conway argued some constitutional scholars believes such an order might be approved by the courts. And she denied the president s move was an effort to whip up his base ahead of the midterms. No because if only the base had voted for him he wouldnt be president.
