SAC CITY When Jamie Lawrence first became city administrator three years ago, his phone would ring off the hook every time it would rain.
That’s because several Sac City residents experienced sewer backups.
“When I first started, it was constant phone calls every time it would rain,” said Lawrence, a native of Warsaw, Illinois.
