So there were huge counties settled up in the frontier. They had two seats and then there are two in new york city and then two in smaller places. Its not one man, one vote. And certain rich lan lords had their own seats in the assembly. They didnt have to stand for election. They held these seats. The higher house, the council appointed to life terms. The royal governor appointed and serves at the will of the imperial bureaucracy. Yanked out of there if he doesnt do what hes told. You can say theres popular government in colonial america but the reality is that electoral turnout in new york or virginia, if it got to 40 of the eligible voters, that was considered unusual. Most people didnt bother to vote because they didnt think it was that important. Its just one of the political institutions, the sheriffs are appointed, county clerks are appointed. Judges are all appointed by a system that has very little say for popular participation. Now there are some examples that work against th

[inaudible] as we run through the alternative of what this will do for marriage and there are different outcomes for different people. Ive noted a couple things that i think would be incentives and one of those has to do with children, having children. From the womans point of view, today, having a baby creates an income stream. Im not making any collateral statements about her getting pregnant so she can get the money, im saying having a baby creates an income stream. Under ubi, having a baby creates a drain on the income supply and thats how it should be. Having having a baby should be something that is this is something we want to do and we know its going to cost us money. For the guys its different. We now have a system where you cannot enforce Child Support because either he has no income or whatever. Under this system he has a known bank account with electronic to deposits and
