Successfully tackling our climate challenge will require a mix of policies that includes investment, emission standards, and more. One important question is: how do we account for the harms of carbon pollution in our economy and hold accountable those responsible for them? Doing this will require grappling with the serious legacy of environmental racism that exists in our society, the result of both intentional and unintentional policies enacted by governments and supported by advocates over the years. , Governor Inslee’s proposed cap-and-invest system, and other systems like it. There are other strong carbon policies under discussion this year, including a carbon fee, that we don’t discuss in this post.
