I am mayor of the city and county of San Francisco, and i am so excited to be here today to swear in the next public defender for the city and county of San Francisco. [applause]. I think this is a very important topic. I want to thank you for being here for us to have this conversation. I want to thank aaron mundy and my office for incredible coordination, work that had to go into holding this together. I decided to request the hearing after visiting Behavioral Health court and drug court. I wanted to learn as much as i could as you quickly as i could about how the city responds to Mental Health challenges of our residents. The criminal Justice System seem to present challenges and opportunities. I have been deeply impressed and inspired by the work of the Collaborative Courts and partners. But especially by their graduates. I was troubled by what i learned. I learned notwithstanding the amazing work b. H. C. Does, its clients wait on average six weeks for placement and treatment. Under californias new law, adults age 21 and over can legally possess up to 1 ounce of cannabis and grow up to six plants at home. Adults in california can legally give up to 1 ounce to other adults. In the state of california, we passed a law that said adult consumption is legal. If you are an adult and in possession of certain amounts, you will no longer be tried. You will not be arrested or prosecuted for that. That is changing the landscape dramatically. [ ] to legalization of cannabis could bring tremendous economic and social benefits to cities like San Francisco. This industry is projected to reach 22 billion by the year 2020. And that is just a few years away. It can be a huge Legal Industry in california. I think very shortly, the actual growing of marijuana may become the biggest cash crop in the state and so you want that to be a legal tax paying cash crop, all the way down the line to a sales tax on the retail level.
