tipping point pledged to raise $100 million to cut the number of chronically homeless people in san francisco by half in five years. according to the most recent federal count back in 2013, the official number was 7,539. of those 6,686 were adults and the rest were under 18. reporter: let me add another number for you, 1,700, that s the number of people who fall under the category of chronically homeless. now the organization tipping point will have full control of the money and every project must be approved by their board. these are the chronically homeless. described as those who have lived out here for more than a year, suffer from mental illnesses and have a druggor alcohol problem. they are the most difficult to deal with, and in many cases the most costly. we have chronic alcoholics who are costing the city $60 million to $80 million a year. they are the ones that end up in our shelters ever night, they wouldn t even be able to keep a home if we got them ....

fires broke out in a span of less than three hours. good echk, i m dan ashley. i m ama daetz. most of the fires were outdoors except for a business. willow and vine street south of san jose. david is live with the details. reporter: ama and dan, residents are on edge because there is no known suspect responsible for these fires. you can see from this grocery store the fires are happening overnight when residents are asleep and vulnerable. willow is a street lined by small shops started by immigrants to support their families. merchants and residents are very worried. you re scared because you never come in the beginning and you don t know what s going on here. reporter: of the six fires the worst happened at patron grocery and liquor at willow and vine and started in a storage building and two interior buildings were damaged. other fires targeted dumpsters or construction debris waiting to be hauled away. all happened within a 1 mile area. all the fires ar ....
