A letter signed by nearly 700 scientists and engineers calls on President Biden to reduce the risk of nuclear war by limiting the role of nuclear weapons in U.S. security policy.
In a letter, the scientists also urged President Biden to declare that the United States would never be the first to use nuclear weapons in a conflict.
