朱清敏，男，汉族，1960年8月生，1977年8月参加工作，1985年5月加入中国共产党。曾任海南省昌江黎族自治县委常委、副县长，琼中黎族苗族自治县委常委、副县长、县委副书记、县委书记，琼海市委书记，原海南省农业厅（现为农业农村厅）党组成员、副厅长兼省畜牧兽医局局长，原海南省农业厅巡视员（正厅级）。2017年6月，提前退休。
2019年11月28日，海南省纪委监委对朱清敏涉嫌严重违纪违法问题立案审查调查并采取留置措施。2020年8月，朱清敏被开除党籍、取消退休待遇。同年9月，海南省人民检察院第一分院以朱清敏涉嫌受贿罪，向海南省第一中级人民法院提起公诉。
2021年3月5日，海南省第一中级人民法院以受贿罪判处朱清敏有期徒刑十二年，并处罚金人民币200万元；以包庇、纵容黑社会性质组织罪，判处朱清敏有期徒刑六年。数 ....
