Facing financial strain amid a wave of migrants fleeing unrest in their home countries, the spending bill would impose a new nine-month limit on how long families can stay in the state’s emergency shelters, with limited extensions or waivers available.
The agreement would pull another $251 million from the so-called Transitional Escrow Account to help pay for fiscal 2024 shelter system costs, with another $175 million available in the budget year that starts July 1.
