Outside an Oklahoma City public library in the middle of the night, Jesus Orquiz submitted a college application from his brother’s parked car.
A late-October ice storm had knocked out electricity and internet at Orquiz’s home. The Santa Fe South High School senior asked his older brother to drive him to a library where he could access public WiFi from the parking lot.
It was the night before the University of Oklahoma’s deadline for early applications. If Orquiz, 18, applied in time, the university might prioritize him for scholarships, housing and class selection.
