The Nemadji Trail Energy Center project stalled Wednesday when city council members didn't set public hearings required by state law to make land use changes for the project.
Four councilors effectively blocked a motion that would set public hearings to consider a zoning change and street and alley vacations for the estimated $1 billion project.
