LISBON An April 15 preliminary hearing and pretrial was set in county Municipal Court for David L. Todd, 49, Elkton-West Point Road, Lisbon, charged with felony charges of harassment by an inmate and assault of a police officer, as well as a misdemeanor charge of resisting arrest. On Friday, Todd was charged for allegedly charging Deputy Kevin Shulas’ police cruiser with a bag of potting soil and then took a swing at Shulas, striking him in the face, as Todd continued to actively resist arrest.
