Wastewater line costs bedevil Beach Road project

The Town of Tisbury and the Massachusetts Department of Transportation have yet to agree on who should pay for $1 million to $2 million worth of unanticipated sewer line work the Beach Road project appears to require.
Tisbury town administrator Jay Grande told the select board Tuesday night the town and the Massachusetts Department of Transportation (MassDOT) were at an impasse about who will cover costs associated with utility conflicts discovered after the Beach Road project broke ground on a shared-use path.

How much flow is available at the Tisbury wastewater treatment plant remains a moving target, according to a consultant.
While the illegal discharge has since been fixed, and that water diverted to a leaching field at the 9 Main St. hotel, the town still has little idea how long the illegal pumping was taking place, according to a consultant for the town.
Robert Rafferty, a principal with Environmental Partners, told the board his company hasn’t looked at the issue since mid-December, when the hotel had a leaching field installed. There was an indication that despite some strong comments from select board chair Jim Rogers at the time that the town would someday seek restitution from Mansion House, post-pandemic, there may be little the town can do.

Sewer board approves additional flow for Dunn project
The sewer advisory board has approved more sewer flow for a project that includes that former Santander Bank building.
The Tisbury sewer advisory board held an unscheduled meeting Monday morning to redo a vote on sewer flow for a proposed development involving the property at 75 Main St., known as the former Santander Bank property.
Developer Sam Dunn requested an additional 330 gallons per day of flow, bringing the mixed-use project to a total of 2,310 gallons per day of sewer flow. Dunn has approved a mix of four commercial spaces with 11 residential apartments on the second floor of the buildings. The property stretches from Main Street all the way to Vineyard Haven Harbor.
