They have a thing that other people dont have that they can trade to prosecutors to keep themselves out of jail when they get caught for serious crimes. The thing that Public Office holders can offer that nobody else can offer is they can offer to resign, and that will be a significant offer to most prosecutors. I mean, if you drive a bus for a living or if you sell lawn mowers, if you get caught doing something really illegal and you get charged with a serious crime, prosecutors are going to assume youre going to lose your job because theyre going to convict you and lock you up in jail.
