where we would be with the national emergency declared? the senator majority leader told the president he could declare a national emergency. he reminded him of the last shutdown and how damaging it was to everyone involved, particularly republicans. essentially turned down the idea for another short-term spending bill and said it could not happen where there is a fight over and over with the same outcome. eventually he assuaged the president that signing the bill coupled with a national emergency was the right way to get out of it for now. help us understand, josh, senator mcconnell s about-face. how he was able to work his way around in the space of just two weeks from really warning against a national emergency. he understands precedent. he understands that at some point democrats will be back in power and they can use this for whatever they want.
