STOCKTON Longtime civil rights activist the Rev. Bob Hailey, a retired pastor and former president of the Stockton chapter of the National Association for the Advancement of Colored People, passed away Friday. Hailey was instrumental in the development of Zettie Miller’s Haven an 82-unit affordable housing project on Rose Marie Lane for seniors, veterans and special-needs clients whose namesake “had faith that I’ve never seen in my ministry,” Hailey said at the dedication in 2017. He also once was director of a program that helped former inmates reintegrate into society. But it was his fight for justice after the death of a young Black man that he may be most remembered for, said Bobby Bivens, president of Stockton’s NAACP chapter. ....
