do you remember the very first time you came to washington as a member of congress? rep. duncan: yes, i do, i remember i came here at the end of my sixth grade year on a trip. was 1959. if anybody told me i would ever end up in washington, i would have thought they lost their mind. i have so many memories. i remember the first time i came to washington. our member the first time we for mynto washington father s swearing in. it was pouring snow and we got here at 11:00 at night. inside the capitol building was the congressional hotel. it was one of the most beautiful sights i had ever seen. alonerst day, frank and i were sworn in on the first day. his predecessor and my father passed away before i was elected. we were sworn in the day after the election in 1988. steve: what was your dad like? i grew up in a very poor family. the scottrents in county tennessee had 10 kids and an outhouse, and not much more. my dad had five dollars in his pocket to go to the university of tennes
