A Washington County man is facing charges after he allegedly lied in a court hearing about surrounding his dog.
Frank Howard Russell, 57, was charged in the Fifth District Court with misdemeanor disorderly conduct and felony false or inconsistent material statements, according to court documents.
A woman complained to police that Russell, her neighbor who was ordered by the courts to surrender a dog that was a continued nuisance in the neighborhood, still had the dog.
The woman reportedly contacted animal control after the dog was seen on the man s property again.
Court documents state the sighting happened the day after the suspect told the courts he put the dog down.
