SB 1219, authored by state Republican Sen. Kelly Seyarto, would reinstitute a provision that was previously taken out of California's penal code and removed penalties from loitering in a public place.
Democrat Scott Wiener argued for the change because the state of California already allows children over 12 to consent to the Hepatitis B and HPV vaccines, among other treatments.
