ST. THOMAS — Two men charged with the 2020 murder of Khamal DeSilvia on St. Thomas have signed plea deals with prosecutors, according to V.I. Superior Court records.
V.I. Police Department officers made separate arrests after observing people smoking what appeared to be marijuana on territory beaches in recent days.
