Lone wolves by and large are individuals that are inspired, id logically but may not have a formal connection to a terrorist organization. Frank is the director of the Homeland Security policy unit at George Washington university. He has researched lone wolf terrorists. Thats why these are the most difficult cases because theyre not going come under terrorist surveillance. Its a very different type of terrorist.
