对此，澎湃新闻记者曾在4月7日采访杭州市规自局江干分局工作人员。对于配套的商业用房有改造为商墅的风险，该工作人员表示，规划部门是按照规范审批的。房企拿地开始规划部门就在关注，在指标允许的情况下，会支持房企的设计方案。
该工作人员表示，在房企方案设计阶段，有和企业沟通，商业配套不能作为别墅销售。建设商墅的隐患规划部门也是考虑到了，也对项目做了很多限制。这些规划方案，也是日后城管等部门遇到违建等执法的依据。
房企缘何铤而走险？
缘何抛弃住宅，转为建设被禁止的商墅？
张增表示，这还是和杭州的竞拍规则有关，“限地价限房价竞自持竞配建”，尽管政府限制了地价和房价，但是竞的自持和配建部分需要成本，想要获取地块只能降成本，常规方式比拼不过其他房企，只能从配建商业想� ....
