WATERTOWN â David W. Graham, 53, of West Main Street, was charged by Jefferson County sheriffâs deputies Saturday with second-degree harassment and third-degree stalking. Deputies said that he called the unidentified victim numerous times Saturday in the town of Watertown, despite having been advised previously not to contact her. He also allegedly followed the victimâs vehicle, placing her in fear of physical harm. He was arraigned in City Court and released on his own recognizance. An order of protection was issued on behalf of the alleged victim. Malik R. Youmans, 25, of 497 Newell St., Apt. 102, was charged by city police Sunday with second-degree harassment, criminal obstruction of breathing or blood circulation and fourth-degree criminal mischief. ....
WATERTOWN â Scott A. Bisler, 35, of 119 Joseph Lonsway Drive, Apt. A, Clayton, was charged by Jefferson County sheriffâs deputies Monday with felony driving while intoxicated and a traffic violation. According to police records, at about 12:04 a.m., Mr. Bisler was driving on County Route 53 in the town of Pamelia when he crossed road hazard markings, causing a nearby sheriffâs deputy to pull him over. During the traffic stop, deputies say Mr. Bisler admitted to drinking that night and a breath test showed his blood alcohol content, or BAC, was about 0.17%. Because Mr. Bisler was convicted of DWI less than 10 years ago, his charge was automatically elevated to a felony. ....
WATERTOWN â Heather M. Orr, 45, of 15 West Church St., Apt. 1, Adams, was charged by city police Sunday with seventh-degree possession of a controlled substance, petit larceny and two counts of trespass. According to police records, at about 5:45 a.m. on Jan. 2, Ms. Orr removed bags from a clothing donation bin at the Church of the Nazarene on Thompson Boulevard. According to police records, later that day at about 10:58 p.m., Ms. Orr returned to the church, and had a glassine envelope with heroin inside in her car. She also walked through the church parking lot, and remained on the property after being asked to leave. ....
