Local councils urged to seal leakages in public finance

“…as abuse of resources escalate” President of the Malawi Local Government Association (MALGA) councillor Wild Ndipo has called upon finance managers in local councils to strengthen public finance management systems to ‘prove wrong those that believe local government authorities are there to abuse public funds’. Ndipo made the call in Mangochi recently during the 2020/2021 annual general meeting (AGM) for MALGA Finance Managers Network (MALGA-FINET). Wild Ndipo: President of the Malawi Local Government Association (MALGA) MALGA-FINET, one of the structures within Malga, is an umbrella body of all directors of finance in the 35 local councils of Malawi. It is reported that each council handles a minimum of K1.5 billion annually. This comprises locally generated revenues, central government transfers and donor funds.

May 1, 2021 Nyasa Times Reporter 2 Comments Scores of directors of finance in selected councils across the country have faulted the National Audit Office (NAO) for “flouting procedures” in the manner it handled an audit into the K6.2 billion Covid-19 funds. President Lazarus Chakwera had instituted an audit on Covid-19 funds across councils in the country, and a report by the Auditor General shows that only 14 councils are without a query and are not appearing in the report. Among others, a senior government official, well-versed with standard public audit processes say an audit begins with an engagement letter from NAO to concerned ministries, departments and agencies (MDAs) and then an entry meeting is conducted before the audit starts.
