Stockton business owners victimized by theft and vandalism may be getting a much-needed lifeline as the city launched a program to help with broken windows at small businesses.
Stockton declared an emergency effective Aug. 15, saying the potential closure of the Stockton Shelter of the Homeless puts 250 people at risk of being displaced.
