Based on the documents, in 2017 the Afghan Ministry of Urban Development and Housing signed a contract worth 68 million Afs with a private construction company to build a school in Arghandab district of Zabul province, but no practical work has started on the project and 40 million Afs from the funds have been spent. “We have received that report, the issue has been referred to the Attorney General. This is a ghost project, there is a corruption issue,” said Mahmoud Karzai, minister of Urban Development and Housing.
