[laughter] let me join jim in welcoming you all to phoenix. I am pleased to see so many western governors here. We have a Great Program planned, and im delighted we can share this time together. Over the next two days we will have visits with Top Administration officials including the secretary of labor, the secretary of transportation, u. S. Forest service chief who will be visiting with us momentarily. And although he was not able to stay for todays activities, we visited with the secretary of agriculture. Before i begin today, though, id like to note a historical milestone. Today is the beginning of Lieutenant Governor Matt Michaels session as president of the senate and prior to that he presided forever four sessions as speaker of the house. Those 11 sessions make Matt Michaels the longest serving presiding officer the history of the south dakota state legislature. Lets recognize and thank him for that service. [applause] thank you very much. Over the past six years, we have undertaken many significant initiatives together and have made progress in many years. Its clear tonight that the stakes in this election have never been higher, and the rhetoric were hearing on the other side has never been lower.
