What can LA learn from New York's 'right to shelter' law?

In New York City, more people are experiencing homelessness than in all of LA County, according to the most recent counts. But in New York, far fewer people sleep outside on the streets. That’s partly because of the state’s “right to shelter” law, which requires NYC to provide emergency shelter to every unhoused person who qualifies.   Now one state lawmaker is proposing a similar law in California. His office says it will be taken up by the Legislature next year. It’s a relevant time to look at the history of New York’s policy and what California or LA could learn.

From New York to Helsinki: What the Bay Area Can Learn In Addressing Homelessness

(Beth LeBarge/KQED) H omeless encampments are so ubiquitous in the Bay Area, they’ve become a part of the landscape, as people seek shelter in tents and RVs, along residential streets and under highway overpasses. Bay Curious listener Matthew Schmitz lives in San Francisco s Mission District and was shocked to see this kind of extreme poverty in a region as wealthy as the Bay Area. It doesn t seem to make sense, he said. It feels dystopian. Bay Curious is a podcast that answers your questions about the Bay Area.
