Competitive bids and all that sort of thing . It was a camp and owned by the federal government as a place for Migrant Workers to come. It was already in the government control. I dont think there was a lot of money. I went through lots and lots of records on how much it cost to do the Swimming Pool but it was just local people so i dont think in this camp there was a tremendous amount of financial profit.
