Faced with an influx of up to 80,000 migrants, Hochul is asking Biden to waive a rule that says migrants have to wait six months before they can apply for work.
In having to find new revenue for New York’s subways and buses and commuter rail network, now seemingly stuck at about two-thirds of its pre-COVID ridership, Gov. Hochul needed a broad-based source, not just sending a bill to City Hall. Asking Mayor Adams to fork over an extra half billion a year made zero sense. Thankfully, the deal that she won from the Legislature should be able to do the job by increasing the existing payroll tax on employers.
